Er, because unless the person is set up as a local admin, they do not
have access to any other profiles? That would be my first guess.

Basically you need to create a recipient policy that would generate SMTP
addresses with a different domain name.
It seems that MS has removed some of the whitepapers.
This may be helpful.

It's just an IIS SMTP server, so it should be relatively easy to remove

By any chance have you recently implemented the changes necessary to stop
Open Relaying on you Exchange servers. If so, did you remember to put in
the IP address for your gateway so the Exchange server will accept email
from it?
Just a thought.

That's a lot. Outlook distribution lists don't work with large numbers of
members. Break it into much smaller lists and make a master list containing
the smaller lists.

You could delegate someone necessary rights on the OU where the user
accounts are going to be created.
Plus Exchange View Only Admin rights on the administrative group, as Ed
pointed out.

Moving mailboxes using the Active Directory, Exchange Tasks submenu. Move
mailbox command. From what I understand, you can not use the Exchange
Move Server tool if the servers are in the same site.

Nope. Once you moved the mailbox, anything recoverable in the DIR bin got
whacked. You will have to restore from backup.

For one thing there is no reason to use the Move Server Wizard if the server

The dumpster for a user is cleared when that user is moved using the
MOVE MAILBOX task in ADUC. It doesn't matter if the user is going
