This happened to us when I had to move all the mailboxes out to .psts with Exmerge to rebuild a corrupt server (Dell Server with faulty RAID). Ben Scott's solution is what I did. Some of my helpdesk staff figured out which was the bad address book and just deleted that rather than recreating the Outlook Address Book service.

The problem is, when you click on the first one, it states that it is not available, yet the second "Contacts" contain the actual contacts. Not sure how this happened.
