Found the problem. Server setting had to be changed at the remote site
to
generate the OAB with the GAL as opposed to just local recipients.

Everything is 5.5 sp3 or sp4 on NT 4.0 SP6, Outlook 2K clients. I have a
user that logs into one of the domains both locally and from another site
across the WAN. Regardless of how or where he is connected he can only
download the
