Basically it looks at the City, State, and Report to fields and
automatically generates dl's based on the response

To import users into Global DL groups I found that the usrtogrp utility on
the W2K resource kit works great for importing and deleting users from DL's.
Autodl in the Exchange 2000 Resource Kit.
