I posted some stuff earlier that touched on this subject. I too was impacted by the AT&T tragedy. However, I am using the @Business service and was told that it was a independant of AT&T @ Home Service. However, I was not aware that they were using Excite as a portal either.
Anyway.... I've had to reconstruct my WAN using 2 NAT boxes (DHCP) and an NT 4.0 Proxy Server. This is my only suggestion. Purchase a cheap NAT box like Linksys or construct one out of NT 2000 or NT 4. Have the DHCP address assigned to the WAN interface of the NAT Box. Give the external Proxy server nic an invalid address like 192.168.1.2 the gateway would be 192.168.1.1 (LAN Side of NAT Box). This will get your proxy server up and running. However, you will need to make several adjustments on your outside DNS once you know your DHCP assigned address.
