If you back off a step, are there other options apart from consolidating the
9 Exchange servers into 1? Can you move the smaller offices onto the central
server but leave servers at the bigger sites? Can you have several hub
sites, where small local offices have dedicated lines into large loc
bly slower.

cool bells and whistles that E2K offers? Or are they just wanting email
and calendar?
If the later, why not just let them use OWA to get to your exchange box
and then you don't need to worry about them using Outlook.
