I'm looking for SPUserUtil 2.1 by Keith Richie.
When Keith worked for MSFT, it was part of the SharePoint Utility Suite.
Apparently, it's since been pulled. Could someone help me find it?
Thanks!

I think the Transport Log Search Service should be there.
I can't offer any help on why it isn't or how to get it re-installed,
but I can tell you that you should be able to open the log files in
Notepad, or pull them in as text strings in Powershell and search for

If you have logging turned up on the Edge/HT then you should be able to see

If the files are that important, use FTP to get them. Email is not a
guaranteed mode of transmitting important documents. Could be the size of
the files is blocking it somewhere.

If it was blocked, then they should have an NDR.
Many people I find do not put the two concepts together and dont even
read what the NDR was, so they would know the particularlys of how/why
it was blocked.

Have them look in their system to see if they even left their environment.
The holdup might not be on your side. If they can prove that they are
making the connection to your external mail connector, then you can track
from there.

They aren't reporting any NDRs.
Any way to track down the problem?

A list? You mean like actual content? No.
The e-mail is never delivered. That's one of the primary advantages of
DNS-RBLs.
