OWA 2007 Options - Message Tracking

Is there a way to enforce the Message Tracking setting for OWA 2007 users? I'd like to set it to "Always Send a Response" and lock that setting if possible. I know that read receipts etc are far from bullet proof but I am curious if enforcing this setting in OWA is possible. Thanks, James.
