Can anyone tell me if it is possible to administer public folders client permissions via the GUI on Exchange Server 2007?

Hi all, trying to migrate some code that uses ipsec.vbs along with a homegrown helper file we have to a 64-bit utility server. I have registered the exipsec.dll using both the 32 and 64 bit versions of regsvr32. Still getting the error as outlined in the end of the attached kb article stating the
