If you're using a filtering gateway, like a 'cuda, I would turn off all
spam/message filtering on exchange as it provides no additional benefit.
That may not solve your problem, but at least it rules filtering out of
the equation.

I haven't done anything like that since 2007 so I don't have the details handy,

the other option is to create a new smtp connector on say port 26 or a new
IP and then don't filter that so you can use that as your test between you
