I see two ways to handle this.
Either use templates which minimize the amount of effort to create a Mailbox
in the first place. You would need templates for each department defining
which default DLs they pertain to. Then Hide them from the GAL.
The other suggestion I have is using ABV to

back up and using eseutil before finding out just how dangerous this
