How to stop users from purging items

All, Is there a setting to stop Outlook end users from deleting mail items from the dumpster? Right now we have our deleted item retention set to 30 days. If someone wanted to, they could go into their recover deleted items dumpster and purge items from it, we want to stop that. PS. Exchange S
