I think you will need to create a rule based on the condition 'Messages
sent to 'resigned user' move to folder.
When you forward a message at the server the message will not appear to
come from the 'resigned user'.
The resigned user will need to be in the directory or else in contacts I
I use multi.surbl.org
No complaints with that.

Implement SPF checks within your Antispam solution and have your DNS
updated accordingly. This will get rid of this type of junk.
