just use MSN messenger to initiate a voice conversation
over IP which if bandwidth is there is a quick and easy feature.

That's nuts. I worked for a small company that used a NT-based phone
system. We could send voice messages via e-mail.

You can do this with Exchange 2000 Server and Outlook 2000+ out of the
box. There is a little COM component which you need to download and
install from OWA 2000. Once done you can click a toolbar button to start
recording voice
