I have a user who is unable to send a message to a single email address.
For some reason, the message just sits in his outbox. No errors on
Send/Receive. It just won't go. I tried from my client, and was able to
send to the address just fine, so it has to be related to this user.
Exchange
check for a contact in the user's Outlook or possibly a nicknames entry..
most likely going to an invalid address and Outlook doesn't know how to
resolve it.

Not sure if you already figured this out, but you need to create a profile
for the user when you give delegate permissions. I had a similar issue,
when I connected to the mailbox and gave delegate permissions they would not
follow the mailbox. It only worked after I created
for that
particular user.
