So i finally narrowed down the issue of continous authentication prompts for
outlook 2007 users.

It appears that outlook is still looking at the old server (2003) for the OAB /
Free busy data.

I DID move the OAB to the new server but outlook is still trying to connect to
the old server , hence the continous logon prompts

i followed the article

the EMC to move OAB generation to another server

You need to be assigned permissions before you can perform this procedure. To
see what permissions you need, see the "OAB virtual directories" entry in the
Mailbox Permissions topic.

In the console tree, navigate to Organization Configuration > Mailbox.

In the result pane, click the Offline Address Book tab, and then select the OAB
for which you want to move the generation to a new server.

In the action pane, click Move.

On the Move Offline Address Book page, click Browse to open the Select Mailbox
Server dialog box. Select the server to which you want to move the OAB
generation process, and then click OK.

Click Move to move the OAB generation process to the new server.
