do guess it's the source mail server
configuration issue and wouldn't be able to do anything.

If you open Outlook in safe mode, can you see the attachment? What happens if
you click Forward, do you see the attachment then?
Have you tried (with Outlook closed) to delete the following files:
outcmd.dat
extend.dat
frmcache.dat
views.dat
Then open Outlook again to see if the issue has
