I managed by looking through Outlook and found there is an export/import
option on the window where you edit the rules, that sufficed for the task.

This was a feature added to Exchange 2010 (*-InboxRule et. al.)
In Exchange 2007 and before, you'll need a third party application. I'd start
my search at slipstick.com for free tools, and mapilabs and ivasoft for
non-free tools.
