If you install using the command line (setup.com) you must specify a LegacyRoutingServer during the installation of the first hub transport in order for the RGC to be created automatically.
If you use the GUI, you must select at least one Exchange 2003 server as the legacy routing server in order for the RGC to be created. Regards, Michael B.
