For some unknown reason
You don't have to start Exchange to check/change the account. Just look at
the service properties in Control Panel or through Server Manager.

Unlock the account with the User Manager for your NT 4 domain.

them, lock them up and swallow the key - most of us ordinary IT admins would

Looks like your service account is locked out. Set the password on that to
never expire.
