I agree with Drewski.. typically you disable it as most ADMINS have some sort of backup solution. The backup solution manages the logs and in turn your space. Make sure you check the "FLUSH LOGS" if such a setting exists on your backup soluti

Yes,
it should be only in extreme circumstances you use cirkular logging to save
disk space. It is always better to disable it and have the backup software
do the deleting of old log files for you after a succesful backup.
