Just a WAG: check the permissions on the OAB web.config file and make sure
that the authenticated users group has read and execute permissions. For some
reason about 3 weeks after we started using Exchange 2010 we had login dialog
boxes start appearing in Outlook and the GAL was not updating
The file is missing in that location
