The PF tools built into the Exchange Management Console in 2007/2010 are not as 
feature-rich as the PF tools built into the Exchange System Manager in 2003.

That being said, as I recommended to someone else this morning, on Exchange 
2007/2010 you can install Outlook on the Exchange Server and get even more 
functionality than was present in the 2003 ESM.
