It's not a bug, it's the paranoid security !!
May I suggest that you change the default umask from 077 to 022 in /etc/profile
?

Hi all,
I just installed Mandrake 7.0 on a Dell Poweredge 1300, 1 CPU.
I chose server install, with paranoid security.
After the install, normal users cannot execute files in /bin
Permissions set on bin was 711 (rwx,x,x).
Changing to 755 solved the problems I was having.
