Stephen,
You MAY be missing the anonftp RPM, which is not installed by
default.
If the client is expecting an anonymous login, this RPM may be
necessary.

BTW, if you choose to do this from a console WINDOW, make
sure you use "su -" to get root status, as otherwise
"setup" isn't in your path, even when you use plain "su."
