Dear Progressive Voter, The Republican candidate for State Representative for District 41 has been spreading misinformation concerning the position of the incumbent Phil Miller on the smart meter installation. We want to clarify the matter. Phil has been actively engaged since January, 2018 in working with Alliant Energy and the IUB (Iowa Utilities Board) to create a no-fee opt-out solution to the installation of smart meters. Here’s a brief summary. Phil became aware of the smart meter installation issue late last December. Phil contacted Alliant Energy (AE) in January ’18 — he spoke with an AE rep at the Statehouse where he expressed Fairfielders’ concerns. Phil asked that AE at slow down the installation so we could have a proper dialogue and work towards a reasonable agreement. AE subsequently agreed to make Fairfield the last city to receive smart meters. AE talked about putting meters at a distance from a house and allowing an opt-out at customers’ expense. Phil is appealing to AE and the IUB to have a no-fee opt-out. If AE won’t back down and the IUB allows the opt-out fee, then Phil will submit a bill to eliminate the fee. No decisions on the fee and other terms for an opt-out will be made by the IUB until after a final hearing or comment opportunity in November. This election is too important to be decided by anyone’s position on a single issue. Though willing to work across the aisle, he has been frustrated as the Republican majority ignores the Democrats, passing laws dictated by ALEC that do not serve the wellbeing of Iowans generally.
