Elections for Mayor of Fairfield, for the Board of the Fairfield Community 
School District, and for the Board of Indian Hills Community College are next 
Tuesday, November 5th. There’s still time to vote early at the Courthouse. 
Please Vote!
 
You might print this first page and take it with you when you go to vote so 
that you’ll have the name of the write-in candidates worthy of support.
 
For School Board, please vote for Christi Welsh and Timothy Bower, and please 
write in John McKerley and Margo Von Strohuber.
 
For Indian Hills Community College Board of Trustees Director District #3, 
please write in the name Susie Drish.

 If you are unsure about whom to vote for mayor of Fairfield, I strongly urge 
you to watch this forum as each candidate revealed themselves to a degree 
rarely seen in a forum. Trying not to sound prejudicial, I’d say that Connie 
Boyer came across with a business orientation, Michael Halley offered a 
moderate perspective and Ed Noyes offered an individual-first perspective.
 
More on the Candidates:
 
Having strong public schools is essential to having a thriving community. 
Therefore, having dedicated, competent people on the Board is essential. Please 
be engaged. Your vote is very, very important, least some random person or 
someone with an agenda get enough votes to get on the Board. A big turnout 
assures that these good candidates win seats on the School Board.
 
Only one person currently serving on the Board running for reelection — Christi 
Welsh. She’s been an effective participant on the Board since her election two 
years ago, when she ran to complete a term. I’ve put information supplied by 
Christi and the other candidates below..
 
A second person on the ballot, Timothy Bower, has served on the Board of 
Education in Muscatine, IA.
 
The names of these two candidates are on the ballot. However, there are four 
positions open. Fortunately, two additional candidates have come forward whom 
I’m happy to support. Please write in for School Board the names of John 
McKerley and Margo Von Strohuber.
 
Also, please write in the name Susie Drish for Indian Hills Community College 
Board of Trustees Director District #3.
 
You can vote now until November 4th at the Jefferson County Courthouse. The 
election is next Tuesday, Nov. 5th.

On Tim Bower — FF Ledger (a.k.a. Southeast Iowa Union) article. (He’s on the 
ballot.):
 
Bower was born and raised on a farm near Glasgow in Jefferson County. He is a 
graduate of Fairfield High School, Iowa State University with a Bachelor of 
Science Mechanical Engineering and holds a Master’s in Business Administration 
degree through the University of Iowa’s Executive program.
Bower was elected to three, four-year terms to the Muscatine School Board and 
resigned from the Board when he and his wife relocated to Fairfield last year. 
During his three terms with the Muscatine School Board, he served as president 
and vice-president. Every year while on the Board, he received the Better 
Boardsmanship award from the Iowa Association of School Boards. This award is 
based on continued learning sessions completed to improve board members and 
increase their awareness of critical issues. Bower was also appointed to the 
Iowa Governor’s Science, Technology, Engineering and Mathematics Advisory 
Council - Southeast Iowa Region. Bower was elected by the Southeast Iowa, 
District 9 region as Director of the Iowa Association of School Boards and held 
that position for three years. Bower and his wife Karen are members of the 
Wesley United Methodist Church and are trained Stephen Ministers and Stephen 
Minister Leaders.
“As a board member, Bower will ask the necessary questions, focus on the 
financial soundness of the district, and support efforts to improve and 
solidify learning programs. He believes all individuals are lifelong learners. 
We also need to be progressive to meet the education needs of our youth so they 
are ready to meet the needs of the 21st century,” stated a news release from 
Bower.

Statement of Purpose:
I believe I have the experience necessary to serve Fairfield as a member of the 
School Board. I have thirty five plus years in education, from ownership of 
Discovery School, when my daughters were preschoolers, to teaching high school 
English in California, and teaching special education at Fairfield High School 
until my retirement in 2015. I have seen firsthand how the district has 
struggled for fairness for all the stakeholders and still maintain a healthy 
budget, not an easy task. If elected I will endeavor to approach the many 
obstacles facing the district with an open mind and compassion for all sides of 
an issue.

Relevant Work Experience:
Taught at college and university level since 2000. Taught at or for University 
of Iowa, Indiana University, University of Maryland, and Indian Hills Community 
College.
At Indian Hills, taught dual-enrolled high school students, including those 
from Fairfield High School.
Since 2013, worked as historian at University of Iowa Labor Center documenting 
history of Iowa workers. Expertise includes history of public-sector collective 
bargaining, which includes school district employees, and the history of school 
finance in Iowa.
 
Relevant volunteer experience:
President, Iowa Labor History Society, statewide non-profit whose work includes 
National History Day in Iowa and developing labor history curricula for all 
grade levels in Iowa.
 
 
On Christi Welsh (Incumbent. Information supplied by candidate. She’s on the 
ballot.):
 
Christi Welsh is a Fairfield native and a 1995 graduate of Fairfield High 
School. Together with her husband of 20 years, Terrell, a rural mail carrier, 
the two decided to keep their hometown roots firmly planted. They have two 
children in the Fairfield Community School District, which provides Christi 
with first-hand experience of the current challenges facing parents and 
students. She has worked at FoodChain ID for the past 11 years, in Accounting, 
Human Resources, and, most recently, as Executive Assistant to the CEO. 
 
Christi brings a strong skill set to the Board table. Curious by nature, she is 
a compassionate listener who takes the time to ask questions and do the work 
necessary to make informed decisions.
 
Christi has loved serving on the school board for the last two years.  She 
welcomes the opportunity to continue to serve her community as a School Board 
member. Christi will continue to work with the Board, administrators, educators 
and parents to make choices, not only to strengthen and encourage the district 
to flourish, but to ensure that quality public education remains available to 
all children.

Susie Drish worked for IHCC for 35 yrs in Employment and Training. She helped 
the public, schools and employers with at-risk young folks, welfare recipients, 
dislocated workers and folks seeking better employment, helping improve their 
lives while also improving their employability.
 
Susie is also involved with the Ag Extention Council, serves on the Civil 
Service Board, and on a local insurance board, while remaining very much 
involved with helping young folks in our community with job applications, 
resumes, being able to present themselves with good handshakes, good eye 
contact, and many other interpersonal and work-related skills.
