permitRootLogin is yes, if there is an allowusers
line then root should be included in the list of user names I think and of
course make sure root is not included in the denial list.
I have used root login on F11 with no problem at all.

Also added "PermitRootLogin yes" in /etc/ssh/sshd_config.
Also put SELinux into Permissive mode.
But still neither root sshd nor login w
