It can be downloaded from: http://www.hamrick.com/vsm.html There were 118 people on this mailing list who downloaded VueScan 7.0 beta 1 and I got a lot of useful feedback. If you have feedback about beta 2, please e-mail it unless you feel it's of interest to the other people on this mailing list.
