If all you want to do is change the quote characters, the ETF solution
proposed by Richard seems like a good bet.
But for the more general problem of using Finale files in Illustrator on
Windows, I was bitten by this same problem a couple of months ago.

In Acrobat select the TouchUp Text Tool. Select a notehead and right click
for attributes. Make sure that the font is embedded. You may have problems
with truetype/postscript versions of the same font. I myself had to install
