Double-click and change the time signature.
(When I do this the change does not stick. Am I missing something obvious?)

Time Signature
If you select independent Tine Signature for this staff you can change the
time signature. I have no idea why. I looked for a hidden staff with the C
time signature but couldn't find one. This wouldn't do it anyway.
I started a new file and could not duplicate the problem.

Did you start with another file? I ran the data check and Finale2004b
reports that all is well, yet it can't be if you can only change the
time signature by indicating independent time signature in the staff tool.

Double click the staff handle
Check 'Key Signature' under 'Independent Elements'
