Thanks, the TG Tool does exactly what I was wanting in terms of applying a
notehead percentage.  However, I am still wondering about the other part:

What I need to do is actually ADD a note to the existing note, but an octave
higher or lower (making a two-note chord) and then cue-size the additional
note.  Transpose only adjusts what is already there.

the doubling itself is done using Finale's transpose function (PRESERVE
ORIGINAL NOTES).

If you want to make the upper notes smaller, you can do that using
TGTools->Modify->Special Modifications. The options would be:
SEARCH CRITERIA
- Nth note in chord (from top): 1
ACTIONS
- Resize head: desired percentage
