maybe I'm misunderstanding - but why wouldn't you use the Graphic Export
feature? It works the same as making eps files - but instead you select to
make Illustrator files.
Works for me.

Yes, I'm using Distiller, and including all fonts. That's the usual way
we make PDFs, but I tried a variety of embedding and subsetting options
to no avail. Adobe suggested that our Distiller settings seemed
appropriate.
