I solved the problem but still revealed a bug in Finale.

In my Windows display settings I have the background set, not to white, but
to a buff/cream color that is easier on my eyes. When I changed the
background to white, the TIF exports with 'whiteout' no longer had the
dithered speckles. Apparently, in compiling the TIF file Finale tries to
emulate the darkness of the background display color.

Does that seem strange to anyone else? (It reminds me of when I wrote a
music notation program for my Commodore 64 back in about 1980. Printout was
by manipulating the screen display area in memory and and sizing it for the
dot matrix printer.)
