Do you mean the space from the top of the system boundary to the top of
the top staff? This is the first staff position, and can be set with
the staff tool. You can select all staves and drag them up in scroll
view, or use the respace staves dialog to set the first staff position.

I am trying to reduce the space above the music *within* the system and
can't find how to do this other than manually on each system.
