As a relatively new (9 months) user of Finale, after seven years on
ENCORE, I'm still discovering the flexibility of this program -- and
thus, the accompanying complexity.

Go to measure tool.
Click upper box at the right side of the bar.
Set the wanted options for the key- and time- signatures via the menus at
the right side just above the middle of the window popping up.
