if you delete all measure number regions, do the measure numbers
disappear? They should: if they don't then there is something very
wrong with the file.

No, I think you are not missing anything. I really don't think one has
to do anything else than purchase the font (or the license for the font)
to use it for practically anything you'd like to use it for. What else
would you buy a font for than to use it in all sorts of printouts

There was only one measure number region. Can't explain why it was
displaying all the measure numbers, but it's solved now.
