A new Finale plug-in is now available: JW Keep Line.
This plug-in removes all notes from a chord line in the selected region,
except the top or bottom note. Useful (for example) for
composers/arrangers, who need to extract the melody or bass line

If you don't need to show the score in concert pitch, you can always revert
to the technique we used before they added Chromatic Transposit
The link you cited included an unnecessary step. All you needed to do was
set Chromatic Transposition. There is no need to set Independent Key
Signature.
