Move the cue to layer 1, then copy it to layer 2. Add in the whole rest as an
expression (as you did). Now both horn parts will get the cue. You can hide the
cues in the score with a staff style that hides both layer 1 and layer 2 with

HP is supposed to chase expressions from measure 1, but as you discovered, it's
not very reliable. I often find myself adding additional, hidden "pizz.,"
"mute," and similar expressions just so that HP is more likely to catch them.

Is there any setting for Human Playback equivalent to the "Chase From
Measuer 1" option for traditional MIDI playback? It drives me crazy when
arco sections are played pizz (or vice versa) just because I didn't start
in measure 1.
