Create a “two dotted quarter in the space of five 8ths” tuplet. Use Change Note Durations to change all note values to 200%. Make sure you check the “Include tuplets” box. Having said that, I agree with Ryan that it’s hard to to imagine a context where that would be the easiest-read notation; h
