Yes. Enter the two dotted half notes. With the tuplet tool selected, click on
the first of those notes. In the dialog that comes
Create a “two dotted quarter in the space of five 8ths” tuplet. Use Change Note
Durations to change all note values to 200%. Make sure you check the “Include
tuplets” box.
Having said that, I agree with Ryan that it’s hard to to imagine a context
where that would be the easiest-read notation; h

I can't figure that rhythm; how on earth you can write it? two dotted
halves makes six quarter, not five. You can find such rhythms in
contemporary ('new complexity') composers, but they are wrong (and silly).
