Not sure where you bought your software, but I had the same problem and
called MusicRoom and they did it over the phone. The person did say there
was a dedicted line for registering but I just called their main number.

In the time signature tool, have you clicked the options button, that
expands the dialogue box and unchecked the "use different time
signature for display" box?
