When I type 69 it comes out as 6/9, which is perfectly fine with me. I may have
made it this way about ten years ago and import this suffix library into every
new version of Finale. so maybe I knew something back then that I have
forgotten about making chords typeable.

Try entering C69 rather than 6/9.
You may be happy with what it looks like, otherwise you will need to
define a new chord.
