As a matter of fact, just after I posed the question, I sent a PDF
of the Cl. part to him and asked the same questions. Haven't heard
back from him yet ... and I need to move ahead with this score to
meet a deadline ...

I would expect professional and very good amateur clarinetists to have no
trouble with rapid tonguing. Since you seem to know who the players are why
don't you ask them?

Possible but on the edge at that tempo
Standard tempo for Stars & Stripes forever is 120. So imagine the Dog Fight
section of the trio. If you think clarinet players can play those repeated
notes, that's probably an adequate yardstick for your piece.
