Matthew Hindson's free Rhythms font will do this:

well, not really difficult (insert menu: field: equation), but it
would take a minute to get the spacing right: it applies to the
entire paragraph, there is no way to have it affect only the line in
which the time sig is found.
and i haven't managed to make it work with
