Simplify Key doesn't work in this situation, because Finale seems to prefer
sharps to flats when there's a choice. You have to change the Bb staff
transposition (or apply a Staff Style) to Other, with values 2 and -10.

I would suspect that when C sharp key is transposed for Bb instruments,
going two sharps up is normal, i.e. D sharp. I think you have to double the
score and change the copy to D flat (instead of C sharp) and take it from
there. Bb instruments would show up in D flat.
