Yes, it's to make sure that if you enter, say a trombone part, in
treble clef that it gets set correctly in the part.
that doesn't really work, does it? if there is a treble clef passage
it would likely be in tenor in the PT, no? but the default clef
should be bass for bone PTs. in any
