There is no general solution in Finale 2008. In 2014.5 they have finally
addressed it, but in 2008 you’ll have to manually hide the superfluous
accidentals. Sorry.

There is a Staff Style included in the new templates called Blank Notation with
Rests Layer 1. Apply that to your Flute 2 part ONLY (it will not show up in the
score by default if you enter it in the part). You can then select the bars
(and any surrounding bars) and Create a multimeasure rest

that rather than fight it I go with it and leave the 1st Flute part in the 2nd
Flute part and indicate it as a cue (you can hide the text expression in the
1st part and show in the 2nd). Most doubled/trebled stand

Document Menu - Manage Parts - In the linked parts boxes you will have needed
to set up the 2 instruments that share the same stave in the left hand box but
assign the same stave to each in the centre box by clicking on add to Part
then select each of these instruments one
