Just installed nethack v3.3.1-4. Apparently there were a few dependencies:

have you tried inserting -L/sw/pgplot before the -lpgplot to set the
path for the linker ? Actually, there is a variable containing that path,
as you can verify by typing echo $PGPLOT_DIR
