There *is* a reason for the way it was done.  For packages used in the  
bootstrap, we store the source file in fink's SF.net file release  
section, both to make sure it is continuously available for  
bootstrapping and also to have a location we control which can supply  
the source per GPL rules.

I've added the latest bzip2 source file to our SF.net file releases,  
and will soon revert this package to its original form.
