application installed then the headers are buried inside the app under
lib/c++/v1; if you have only the CommandLineTools installed, then the headers

FYI, upstream released tcl/tk 8.6.2 on Aug 27th so you might as well
update 10.9/10.10 to that version for the bug fixes. Also, tcl/tk 8.5.16
was released on Aug 25th so the 10.7/10.8 packaging should also be
updated to that release.
